The Jeffrey D. Rubenstein College Advisory Board

Mission Statement: The Advisory Board shall be comprised of public safety professionals who are committed to improving the knowledge of those men and women who dedicate their lives to serving the public in law enforcement, security (public and private), and fire/emergency organizations. Advisory Board members shall strive to provide valuable insight and timely recommendations to the management of the Rubenstein College regarding challenges facing public safety professionals in North America. Recommendations may include ideas for training, or new courses and degree programs that can be effective tools in addressing these challenges.

Advisory Board members shall also represent their constituency’s collective point of view and shall endeavor to promote advanced education to that constituency.

Terry G. Hillard Former Chicago Police Superintendent, Terry led 13,500-plus sworn officers in the nation’s second largest police department. He is widely acknowledged as one of the most effective major metropolitan police chiefs in the United States and was appointed by the Governor to chair the Illinois Task Force on Integrity in Policing. Craig R. Novick Chief of Police for Franklin Township in Somerset County, New Jersey, Craig worked his way up through the ranks during twenty-five years at the Department. He is a graduate of the FBI Academy and holds two masters degrees and serves as an adjunct professor at AJU’s Rubenstein College. Chadwick R. Shepherd After serving as a police officer in Delray Beach, Florida, Chad became a Special Agent with the United States Secret Service. He retired in 2007 after serving on many vital operations, many of which were protective advances for the President and Vice President of the United States, former presidents and visiting foreign heads of state. Gregory Meacham Greg is retired from a 30 year career in law enforcement which began as a police officer with the Baltimore Police Department. He then spent 25 years as a Special Agent of the FBI, most recently as Chief of Technical Programs for the FBI. A CPA, Greg spent much of his career in White-Collar Crime and Money laundering investigations. William E. McCollom Chief of Police in Tequesta, Florida, Will McCollom has been serving in law enforcement since 1982 and has over 15 years in law enforcement management. He holds a Master of Public Administration degree, and has led innovative community programs that have gained national recognition. Rock R. Lavigne Staff Sergeant (lieutenant) Lavigne started his law enforcement career in 1979 in suburban Ottawa, Canada, where he continues to serve, most recently as Operational Project Manager. Rock has lectured and taught at the Ontario Police College, Canadian Police College, Federal Government, and the Chief’s Association since 1998. Thomas Labombarda Lieutenant Tom Labombarda has served in the Aventura (Fla.) Police Department since 1998. In addition to his police work, Tom has consulted with the U.S. Department of Justice regarding technical issues, including grant reviews, less-than-lethal weaponry, and Homeland Security issues. Daniel R. Smith Lieutenant Dan Smith joined the Homewood (Ala.) Police Department in 1990 after nine years in the Air Force. He has served in patrol, narcotics and administration, and has been Patrol Division Commander since 2005. Dan has a bachelor’s degree in criminal justice and many professional certifications. Russell Brown Officer Russ Brown started his law enforcement career in 1994 when he joined the Bellaire (Tex.) Police Department. Russ has been a member of the department’s Special Response Team since 1997, but his main responsibility is as Manager of Information. He manages and maintains fifteen servers and about a hundred workstations and laptops. Dana Way After college Officer Dana Way joined the United States Secret Service Uniformed Division where he patrolled the White House for three years. In 1994 he joined the Montgomery County (Maryland) Police Department where he currently manages the mobile data program for four municipal departments, sheriff’s office and fire marshals.
